Try grooming your pet for five minutes per day first thing in the morning for a week. In addition to brushing him, moisturize his skin with pet moisturizer. Add a few drops of pet-safe olive oil or flaxseed oil to his kibble. If the situation continues after a week of extra grooming, your cat or dog may need an improved diet or could suffer from a dry skin problem similar to that of some humans. The vet may prescribe medicine or provide a nutritional supplement or oil capsules.

If it does not get trimmed often, the poop gets matted in it.
